Rebuilding After a Fire in Los Angeles County: What the Process Actually Looks Like
A stage-by-stage walkthrough of a ground-up fire rebuild in Los Angeles County: debris removal, survey, permits, foundation, framing and finish.

Losing a house to fire does not just remove a building. It removes the thing that organised your life: where your mail went, where your kids slept, the address on every form you have ever filled in. In the months afterward, almost every homeowner we meet asks a version of the same question: what actually happens now, and in what order?
This is that answer. Not a sales pitch. The real sequence, with the parts that usually take longer than people expect flagged honestly. It is the same sequence we run on our own fire rebuilds, and you can follow it stage by stage in the photographs on the rebuilds we have under way.
Stage 1: Site clearance and debris removal
Nothing else can begin until the lot is clear and certified.
After a declared disaster, Los Angeles County typically runs a government-sponsored debris removal programme. Enrolling is usually free to the homeowner, but it operates on the county’s schedule, not yours. The alternative is hiring a licensed contractor to do it privately, faster, sometimes considerably, but paid for out of your insurance proceeds.
Either path ends in the same place: a soil sample and a clearance certificate confirming the lot is free of hazardous residue. Ash from a burned structure can carry asbestos, heavy metals and lead, particularly in homes built before the 1980s. No building department will issue you a permit without that certificate, so it is worth confirming early which programme you are enrolled in and where your paperwork sits in the queue.
The part people underestimate: clearance is frequently the single longest phase of the entire rebuild, and almost none of it is under your control. Start it before you have chosen a contractor, an architect, or a floor plan.
If your lot is in Altadena, note that permits go through Los Angeles County rather than a city building department, a difference that catches out plenty of people whose neighbours in Pasadena are dealing with a different office entirely.
Stage 2: Survey, soils report and what your lot will now allow
With a clear lot, the rebuild begins on paper.
A boundary and topographic survey re-establishes exactly where your property lines, setbacks and utilities sit. This matters more than it sounds. Many older Los Angeles County neighbourhoods contain houses that were legally built decades ago but would not be permitted in the same footprint today: too close to a side yard, too tall, too much lot coverage.
That creates a fork worth understanding early:
- Rebuilding in kind: reconstructing substantially what was there before. Many jurisdictions allow a like-for-like rebuild to retain certain non-conforming aspects of the original structure, which can preserve square footage or a footprint you could not otherwise get approved.
- Rebuilding differently: a new layout, more space, a different roofline. This usually means designing to current code and current zoning, with no grandfathering.
Neither is automatically better. But the decision has consequences you cannot easily reverse once drawings are submitted, so make it deliberately rather than by drift.
A soils/geotechnical report follows, telling your engineer what the ground can carry. In hillside areas of Los Angeles County this can meaningfully change your foundation design and cost.
Stage 3: Design and engineering
Now the drawings. Architectural plans, structural engineering, Title 24 energy compliance, and, for anything in a designated hazard zone, fire-hardening details.
If your property sits in a Very High Fire Hazard Severity Zone, California’s Chapter 7A requirements apply to the new structure. In practice that shapes real decisions: ember-resistant vents, non-combustible or rated exterior cladding, tempered or multi-pane glazing, enclosed eaves, Class A roofing, and defensible-space landscaping around the building.
Homeowners sometimes read this as bureaucratic overhead. It is worth reframing. You are rebuilding in a place that has already burned once. These requirements are the accumulated lessons of every previous fire, and they are the difference between a house that sheds embers and one that catches them.
Stage 4: Permitting
Plans go to the building department. Depending on the jurisdiction, they may also route to planning, public works, fire, health and the utilities.
Expect plan check comments. This is normal and not a sign anything has gone wrong. The reviewer returns a list of corrections, your design team responds, and the set resubmits. Two rounds is common. After a major disaster, many Los Angeles County jurisdictions stand up expedited rebuild programmes with dedicated staff, which can compress this significantly. Ask specifically whether one exists for your area.
Where delays actually come from: almost never the building department alone. They come from responses sitting on someone’s desk. The single most effective thing you can do during permitting is make sure whoever holds the plan-check comments turns them around in days rather than weeks.
Stage 5: Foundation
Permit in hand, work becomes physical.
Excavation and grading, then forms, then rebar, then inspection, then concrete. On our Crosby Avenue rebuild in Altadena the pour followed a community groundbreaking: neighbours, family and crew with shovels in the ground on the same morning. That is not a construction milestone in any technical sense, but for the family it was the day the rebuild stopped being paperwork.
An inspector signs off before concrete is placed, and again after. From here forward, the project moves in a rhythm of build a stage, get it inspected, build the next.
Stage 6: Framing, then the systems inside the walls
Framing goes up quickly and feels like enormous progress: walls, rooflines, window openings, rooms you can walk through.
Then progress appears to stop. It hasn’t. This is when plumbing, electrical, HVAC, fire sprinklers and low-voltage all get roughed in, each with its own inspection, all before insulation and drywall close the walls. It is the least photogenic phase of any rebuild and one of the most important, because everything installed here is inaccessible afterwards.
Decide your finishes now, not later. Fixture locations, appliance specifications, whether you want an EV circuit in the garage, where the network drops go. All of it is cheap while the walls are open and expensive once they are closed.
Stage 7: Finishes and closeout
Insulation, drywall, exterior cladding, roofing, then interior finishes: flooring, cabinetry, tile, paint, fixtures.
The project ends with a final inspection and a certificate of occupancy, the document that legally makes it a house again. Your contractor should hand over warranty documentation, manuals, and as-built information at the same time.
A realistic view of the timeline
Anyone who gives you a confident total without seeing your lot, your insurance position and your jurisdiction is guessing.
What we can say honestly is where the time goes. Site clearance and permitting routinely consume as much of the calendar as construction itself, and they are the phases most dependent on other people. Actual building, from foundation through certificate of occupancy, is the most predictable part of the whole process.
The practical implication: the fastest rebuilds are not the ones with the fastest crews. They are the ones that started the paperwork earliest.
Working with your insurance
Two things are worth knowing early.
Your policy likely separates dwelling coverage from code upgrade or ordinance and law coverage. The second matters enormously in a rebuild, because you are required to build to today’s code, not the code your house was originally built under. Fire-hardening, current energy standards and updated structural requirements can all fall here. Check whether you carry it and what the limit is.
Second, keep your contractor and your adjuster talking to each other directly. A detailed, line-item scope from a licensed contractor is a far stronger basis for a claim conversation than a lump-sum figure, and it shortens the gap between agreement and groundbreaking.

How long does a fire rebuild take in Los Angeles County?
It varies widely by lot, jurisdiction and insurance position, but the pattern is consistent: debris clearance and permitting frequently take as long as the construction itself. Homeowners who begin site clearance and survey work early, and who turn around plan-check comments quickly, finish substantially sooner than those who wait to choose a design first.
Can I rebuild exactly what I had before?

It also means construction can begin as soon as terms are agreed rather than starting the search from scratch.
